STATEMENT OF THE VETTING POLICY OF THE DEPARTMENT OF DEFENCE (DOD)

1.) The Vetting Policy of the DOD is derived from Chapter 5 of the Minimum Information Security Standards (MISS) approved by the Cabinet Committee on Security and Intelligence.
2.) In the interest of national security, safeguarding the constitution and maintaining proper security of the Government’s essential activities, it is the policy of the DOD that no one should be employed in connection with work of which the nature is vital to the interests of the State, who

a.) is, or has been, involved in or associated with

i.) espionage;
ii.) terrorism;
iii.) sabotage;
iv.) actions intended to overthrow or undermine Parliamentary democracy or the constitution of the RSA by political, industrial or violent means; or


b.) is, or has recently been

i.) a member of any organisation which has advocated such activities;
ii.) associated with any such organisation, or any of its members in such a way as to raise reasonable doubts about his or her reliability;
iii.) susceptible to pressure or improper influence, for example because of current or past conduct; or
c.) has shown dishonesty or lack of integrity that casts doubt on their reliability; or

d.) has demonstrated unreliable behaviour or is subject to circumstances which may indicate unreliability.

3.) In accordance with the above policy the DOD will perform a vetting procedure in respect of all individuals in accordance with the classification of the information to which their post entitles them.
4.) The following types of vetting are performed:
a.) Confidential Clearance. This consists of

i.) verifying that the applicant’s fingerprint’s records are not on the SAPS records in connection with a crime; and
ii.) making enquiries in some circumstances, including those where financial problems are indicated, possibly including an interview with the subject.
b.) Secret Clearance. This consists of
i.) same as Confidential Clearance.
ii.) interviews with selected references who know the candidate well, in both the social and work environment. Interviews will not necessarily be confined to past and present employers and nominated references;
ii.) a personal interview with the subject; and
iv.) further inquiries in some circumstances, including psychometric testing and a polygraph test.

c.)Top Secret ClearanceThis consists of all aspects addressed in par 4.b. i-iii above, as well as psychometric testing and a polygraph test as a general rule.

5.) The completion of this application for vetting and the submission of fingerprints are the essential first step in the vetting process.

6.) No one may be compelled to undergo psychometric testing and/or a polygraph test. It must, however, be borne in mind that failure to do so will lead to delays in the processing of the vetting application.

7.)Failure to disclose relevant circumstances or information can be regarded as evidence of unreliability and will have to be taken into account in assessing your suitability for security clearance. It is, therefore, in your own interest to be honest and open in your replies to the questions in this form.

INSTRUCTIONS FOR THE COMPLETION OF THE QUESTIONNAIRE

1.) This questionnaire must be completed in BLACK ink and BLOCK LETTERS

2.) All questions must be answered by giving the required information or by using appropriate words such as “Yes” or “No”.

3.) If, for some personal reason, you do not wish to answer certain questions at this stage, write “interview” against the relevant question. The answer will then be obtained by Intelligence Division (Sub- Division Counter Intelligence)/Armscor by means of a personal interview at a later stage.

4.) “Dependants” include the following persons: Spouse, minor children, minor stepchildren, or any other person in whatever capacity or relation to you, who are financially dependent on you.

5.) If more space is needed, use the additional pages at the back of the form.

6.) TWhere applicable, addresses must be stated in full; eg flat number and/or street name and number and town/city or plot number/name of farm and district.

7.) Read the explanatory notes where they occur in paragraphs. Where applicable, indicate your answer with an X.

8.)Pages 7 to 27 must be completed by the applicant concerned, after which the commanding officer/manager/general manager must ensure that pages 3, 5, 6 and 25 are completed in full.

9.) No pages may be removed from this form.

10.) Fingerprints (pages 27 and 28) must be completed according to the stipulated procedures and should only be taken by trained personnel of the SAPS or Military Police. Failure to comply with the stipulated procedures may require that you re-complete the form in full. Ensure that page 29 is completed in full.

11.) No abbreviations should be used.
